And people come and visit that place with you. You can just talk with them, and aren't forced to kill anyone. A pure heaven...

There is a room in the game already where you're safe from combat. Can't say if you are safe from pickpocketing or meltdown implants though. But in that room you can get stoned on dreamweed and nobody can slit your throat - awake or asleep. It's a secret place.
Are there any rules? There were some, but we killed them last night. They are in the dumpster outback, Ratz sells them for scrap.

not sure if you're talking about the arcade, but if you try to attack someone in the arcade you wake up in an alley.
