The gangs of New Carthage are fluid, often short lived affairs. Born in a crucible of poverty and violence, groups of people tied together by only the most tenuous ties of race, geographical location or political intent struggle desperately to stay afloat in the human tide of New Carthage's streets; all too often they slip beneath the surface with barely a ripple and are forgotten in short order.

A number of gangs have managed to survive and carve out a living on the streets. Whether this is by done sheer size, brutality, criminal cunning or with the help of shadowy corporate backers, they have made their mark on the cityscape indelible.
